Zhangqiu District organized participation in the “City-wide Science and Technology Work Conference.”

On the morning of April 8, 2020, the city-wide science and technology work conference was held in Conference Room G304 of Long'ao Building. The main tasks of the conference were to implement the spirit of the national and provincial science and technology work conferences, review and summarize the work carried out in 2019, and lay out plans for the year 2020. Vice Mayor Sun Bin attended the conference and delivered a speech. Tan Wei, Deputy Secretary-General of the Municipal Government, chaired the meeting. Lü Jiantao, Party Secretary and Director of the Municipal Science and Technology Bureau, presented the city’s report on science and technology work.

A sub-venue was set up in Zhangqiu District. At the sub-venue, responsible officials from the district government, members of the leadership team of the science and technology authorities, officials from relevant departments, and representatives from key enterprises, certain industrial parks, and R&D institutions within the jurisdiction attended the meeting.

2020 marked the concluding year of the 13th Five-Year Plan and was also a pivotal year for achieving a “five-year leap” in the construction of the science and technology innovation center. This year, the overall guiding principle for scientific and technological work is to adhere firmly to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, and Fourth Plenary Sessions of the 19th Central Committee, and, in accordance with the goal of “taking the lead and pioneering comprehensively,” uphold the new development philosophy, steadfastly implement the innovation-driven development strategy, and follow the municipal party committee and municipal government’s “1+495” working framework—focusing on reform, building platforms, attracting talent, promoting transformation, and solidifying the foundation for the construction of a comprehensive national science center, thereby providing new impetus for accelerating Jinan’s high-quality development.

Vice Mayor Sun Bin emphasized that in 2020, we must highlight key priorities, boldly embrace innovation, and take action on five fronts to continuously strengthen the supporting and leading role of scientific and technological innovation in the overall economic and social development, thereby driving the comprehensive advancement and upgrading of our science and technology innovation center. First, we must adopt a forward-looking approach and accelerate the establishment of a comprehensive national science center. Second, we must nurture and bolster new strengths, reinforcing the supporting and leading role of scientific and technological innovation. Third, we must enhance services and build new capabilities, focusing on strengthening the commercialization and service delivery of scientific and technological achievements. Fourth, we must adopt a global perspective and plan for promoting higher-level open innovation. Fifth, we must remain committed to innovation and continue deepening reforms of the science and technology system and mechanisms.

The meeting conveyed the spirit of the national and provincial science and technology work conferences. Representatives from some district and county governments, enterprises, and research institutions delivered statements expressing their commitment. Leading officials in charge from the Municipal Party Committee’s Organization Department, the Municipal Science and Technology Association, the Municipal Development and Reform Commission, the Municipal Education Bureau, the Municipal Bureau of Industry and Information Technology, the Municipal Finance Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Bureau of Natural Resources and Planning, the Municipal Health Commission, the Municipal Market Supervision Administration, the Municipal Statistics Bureau, the Municipal Local Financial Regulatory Bureau, the Municipal Investment Promotion Bureau, the Municipal Taxation Bureau, the Operations Management Department of the Jinan Branch of the People’s Bank of China, and the Management Committee of the Jinan International Medical Science Center, along with members of the leadership team of the Municipal Science and Technology Bureau, heads of various departments within the bureau and affiliated units, and leading representatives from several universities, research institutes, and key enterprises stationed in Jinan—totaling over 70 participants—attended the meeting at the main venue in Long’ao Building.
